ROLE OVERVIEW

As part of the ERM Function’s Financial & Strategic Risks domain, the Senior Manager - Investment & Strategic Risks shall be responsible for the monitoring of Investment and Strategic risks. This includes conducting related risk and control assessments, and investment and strategic due-diligence reviews.

 

 

KEY ACCOUNTABILITIES & ACTIVITIES

Implementation of the Risk Framework for NEOM Company and building risk function

  • Support the development of full-year Investment & Strategic risk plans incorporating key activities that can improve the maturity of Investment and Strategic risk management activities. Support integration with the overall ERM Function’s yearly and long-term plans.
  • Manage performance of the Investment & Strategic risk vertical’s employees (for direct reportees and their teams). This includes choosing metrics and setting targets (to be conducted jointly with the ERM Leadership and HR function), identifying relevant training programs, creating targeted employee-level development plans, enhancing team capabilities, and/or coaching team members.

 

Risk Governance

  • Support Risk Governance vertical (of ERM Function) to maintain the formalized risk and control policies, frameworks, and procedures.
  • Develop Investment and Strategic risk assessment and due-diligence processes. Ensure integration of these processes with ERM’s Framework, guidelines, and risk management processes.
  • Assist in defining and/or updating relevant Risk Appetites and limits/thresholds applicable to Investment and Strategic risks.

 

Risk Monitoring and Reporting

  • Monitor relevant Investment & Strategic Risk Appetites, report breaches, and propose/monitor treatment steps.
  • Conduct regular risk and control identification and assessment programs for investment and strategic risks, and report results to Senior Management.
  • Implement the ERM governance documents in Investment & Strategic risk vertical (including ERM Policy, ERM Framework, Internal Controls Framework, etc.). Maintain Investment & Strategic Risk and Control Matrices (‘RCMs’). This includes identifying new/emerging risks, assessing control effectiveness, and defining appropriate treatment plans for risk mitigation (with support from front-line stakeholder groups).
  • Conduct periodic assessment of NEOM’s Investment and Strategic Controls. Ensure that adequate processes (aligned with the ERM and Internal Controls Framework) are implemented for self-assessment, monitoring, testing, and reporting of control effectiveness.
  • Implement appropriate processes to monitor the timely rollout of treatment plans. Ensure monitoring of the Investment & Strategic Risks risk treatment plans, including escalating delayed treatments to relevant senior management.
  • Support and where required lead the identification, assessment, treatment, and monitoring of Investment and/or Strategic key risks, principal risks, and aggregated risk exposures.
  • Develop Investment & Strategic risks related Key Risk Indicators (‘KRIs’). Ensure that KRI limits are set and linked with Risk Appetites. Further, lead the development of KRI data collection and evaluation mechanisms to ensure periodic monitoring.
  • Conduct independent deep-dive reviews of Investment and Strategic risk and control areas, related NEOM Entities, or risk incidents/control breaches. Accordingly, also develop reports highlighting factual findings, root-causes, and treatment actions.
  • Develop/Enhance the Investment and Strategic risk reporting structure including reporting processes, templates, and dashboards. Ensure that reporting is integrated with overall ERM reporting.
  • Conduct regular on-time reporting of Investment & Strategic risks to relevant stakeholders (including senior management, management committees, board committees, etc.).

 

Investment Risk Reviews

 

  • Conduct risk-based reviews/due-diligence exercises of new or existing business and investment cases (including business viability reviews, financial/commodity investments, start-up investments, joint-ventures, etc.). This includes assessing performance in view of underlying risk profile. Accordingly, develop reports highlighting factual findings, root-causes, and treatment actions.
  • Conduct review of investment portfolios (e.g., diversification, concentration, and performance risk).
  • Support collaboration with broader NEOM-wide stakeholders to ensure that effective processes and controls are embedded to review risks in new businesses/investments, and disinvestments.
  • Provide, where relevant, risk inputs in forecasting including stress testing/scenario analysis of underlying investments, business plans, investment portfolio, etc.

 

Risk Tools, Models, and Technology

  • Develop appropriate Investment and Strategic risk management tools and models (e.g., continuous control monitoring tools, VaR Models, stress-testing, Monte-Carlo simulations, etc.).
  • Support the implementation and/or enhancement of core GRC systems and tools.
  • Where required, validate tools, and systems/applications used in Investment and Strategic areas across NEOM.

 

Collaboration

  • Provide strategic and expert advice to the Senior Manager – Investment and Strategic Risks, other ERM Team Members, and to broader stakeholder groups on Investment and Strategic risk management, and associated governance.
  • Promote a strong risk culture across NEOM.
  • Promote a strong culture of collaboration across the ERM Function.
  • Develop and conduct regular trainings for NEOM staff on Investment and Strategic risk matters.
  • Identify the relevant emerging best practices in Investment and Strategic risk management and ensure their implementation in NEOM if appropriate.
  • Assist NEOM’s engagement with external parties, including external auditors, appointed consultants, and regulatory bodies.
  • Work with other Risk Domain teams (i.e., Operational and Technology Risks, Project Risks, and Risk Governance), providing input on Investment & Strategic risk exposures, control weaknesses, risk interdependencies, etc.

BACKGROUND, SKILLS & QUALIFICATIONS

Knowledge, Skills, and Experience

  • 10+ years of experience focusing on risk management and internal controls.
  • Demonstratable exposure to large financial institutions, real estate companies, multi-nationals, would be an advantage. Experience in the GCC region would also be an advantage.
  • Demonstratable expertise in Investment and Strategic risk domains including experience of conducting risk reviews, control assessments/testing, and enhancements.
  • Demonstratable experience in conducting feasibility/business case reviews across various asset types (including financial and commodity exposures) and investments (including buyouts, joint ventures, divestments, etc.).
  • Demonstratable experience in structuring and reviewing debt-capital facilities and instruments (including issuance of Sukuks, large corporate borrowings, hedging instruments, etc.) is desirable.
  • Knowledge of risk quantification approaches supported with experience in implementing models is desirable.
  • Experienced in implementing and operating automated controls systems aligned to GRC technologies is desirable.
  • Change leadership and organizing skills. A strong and organized personality.
  • Self-confidence and the ability to communicate with others. Must be skillful at building collaborative relationships across NEOM and its Subsidiaries and across all lines of management.
  • Ability to handle confidential and sensitive matters.
  • Strong analytical skills, particularly in regard to assessing risk impact, likelihood, and internal controls.
  • Ability to communicate clearly and effectively in English, both orally and in writing. Knowledge of other languages is desirable.
  • Advanced skills in report-writing and presentation techniques.

 

Qualifications

  • Bachelor’s degree in Accounting/Investments/ Business Administration/ Finance/ Economics or similar from an accredited university. A postgraduate degree would be an advantage.
  • Additional certifications from internationally recognized bodies would be an advantage (e.g., CA/CPA or equivalent, CIA, CFA, FRM, FSA/ASA, etc.).
