ROLE OVERVIEW
The Senior Environmental Planning and Performance Manager is responsible for planning, managing and monitoring performance of various activities and works aimed at environmental management, biodiversity conservation, pollution reduction, and sustainability during delivery stages of Trojena.
The role involves leading the environmental planning and policy setting, assessment processes, coordinating design reviews to assess environmental impacts, supporting environmental permitting, and monitoring environmental KPIs of Trojena to guarantee regulatory compliance, sustainability, and best practices.
REQUIREMENTS SUMMARY
- 10+ years of experience in environmental planning, sustainability strategy, or environmental performance management.
- Demonstrated leadership in developing and implementing environmental management systems and sustainability programs.
- Proven experience managing environmental compliance, permitting, and impact assessments (e.g., EIA, SEA).
- Background in stakeholder engagement, regulatory interface, and managing consultant teams or multidisciplinary project teams.
- Strong understanding of national and international environmental regulations, standards, and frameworks (e.g., ISO 14001, ESG, SDGs).
- Expertise in data analysis and environmental performance reporting (e.g., carbon accounting, life cycle analysis, GRI, TCFD).
- Skilled in risk assessment, mitigation planning, and sustainability goal setting
- Strategic thinking and ability to align environmental performance with corporate objectives.
- Commitment to environmental stewardship and a proactive approach to sustainable development.
ROLE COMPETENCIES & ACTIVITIES
This role requires a strategic, results-driven individual with deep knowledge of environmental policies, design review processes, and performance monitoring techniques.
The Senior Manager will work closely with project managers, designers, contractors, and NEOM sectors to ensure that environmental considerations are integrated into all phases of project development and execution.
Planning and Policy Setting
- Prepare the yearly E&S plans and align with Trojena’s and NEOM’s environmental policies and strategies.
- Design and implement environmental programs and initiatives to support the environmental targets.
- Prepare yearly environmental plans to achieve the planned targets and identify the timeframes and resources required.
- Support in preparing the yearly budget for the Division.
- Support with the preparation of scope of works and tenders required by the Division.
- Support in the evaluation of tenders and selection of service providers and consultants supporting the Division.
Environmental Planning and Assessment
- Manage and coordinate the work of consultants and service providers on environmental and social impact assessments (ESIAs), environmental site assessments (ESAs), surveys, and other technical studies for various projects, ensuring effective, high quality and timely delivery of proposed activities and projects.
- Coordinate with environmental consultants, service providers and contractors to collect and analyze environmental data.
- Develop and review environmental documentation, including environmental baseline reports, compliance reports, execution plans and others.
- Review, evaluate and advise on scope changes and implications on environmental permits and process changes in case required.
- Ensure continued alignment of Trojena’s environmental planning with IFC performance standards and world’s best practice.
- Track the progress of all design reviews and track the status of pending commitments and obligations with regular reporting
Design Review
- Review project designs to ensure compliance with environmental regulations, sustainability goals, and environmental best practices.
- Collaborate with engineering, design, and construction teams to assess environmental impacts, recommending alternatives or modifications to minimize negative effects.
- Ensure that environmental considerations (e.g., energy efficiency, waste management, resource conservation, water management) are incorporated into project designs.
Performance Monitoring
- Implement and oversee environmental performance monitoring programs, tracking key environmental indicators and ensuring compliance with environmental laws, NEOM policies, and standards.
- As needed, develop and maintain environmental performance metrics, conduct audits and review to assess the success of mitigation measures and set goals.
- Coordinate with compliance team and site managers to ensure continuous monitoring and reporting of environmental performance during design and construction.
- Prepare weekly and monthly progress reports with the various teams and ensure quality checks for confirmation with E&S Director.
- Prepare monthly, quarterly and yearly technical reports about the E&S program progress and target achievements.
Regulatory Compliance & Reporting
- Stay current with national environmental regulations and NEOM procedures and ensure projects are compliant with all relevant environmental laws and policies.
- Prepare and submit necessary environmental reports and documentation to relevant stakeholders and project teams.
- Support compliance teams to address any potential environmental violations or concerns.
- Review key documentation and support project teams with technical advice and reviews.
Stakeholder Engagement
- Engage with relevant stakeholders to ensure transparency and accountability regarding environmental planning, performance and compliance.
- Assist in preparing presentations, reports, and communications on environmental matters for various audiences.
Team Leadership & Collaboration
- Lead and mentor environmental specialists, engineers, and contractors to effectively execute environmental assessments, reviews, and monitoring.
- Foster cross-functional collaboration between design, construction, and environmental teams to ensure environmental goals are achieved across all projects.
- Provide training and guidance on environmental best practices, sustainability standards, and environmental regulations.
Continuous Improvement
- Identify opportunities for process improvements in environmental assessment, design review, and performance monitoring practices.
- Develop procedures, guidelines and documents to further improve the management systems and its application.
- Stay abreast of emerging environmental trends, technologies, and methodologies to enhance the organization’s sustainability efforts.
EXPERIENCE & QUALIFICATIONS
Knowledge, Skills and Experience
- 10+ years of experience in environmental management, environmental assessments, sustainability, or related fields, with at least 5+ years in a managerial role.
- Experience in reviewing project designs for environmental compliance and conducting performance monitoring is highly desirable.
- Experience of working (more than 5 yrs) on mega Projects and others that were externally financed and required to adhere to the International Finance Corporation (IFC) Performance Standards, European Bank for Reconstruction (EBRD), or others.
- Familiarity with relevant environmental regulations (e.g., KSA laws, IFC PS, World Bank, USEPA, etc.) is essential.
- Strong knowledge of environmental impact assessment methodologies and sustainability principles.
- Experience with environmental monitoring technologies, data analysis, and reporting.
- Excellent project management, organizational, and leadership skills
- Ability to communicate complex environmental concepts to non-technical stakeholders.
- Strong attention to detail and ability to manage multiple projects simultaneously.
Qualifications
- Bachelor’s degree in Environmental Science, Environmental Engineering, Sustainability, or a related field.
- A Master’s degree in Environmental Engineering or Science is preferred.
- Professional certifications (e.g., IEMA, ISO 14001 LA, Certified Environmental Professional (CEP), LEED AP, etc.) are a plus.
